Uplift Through Fresh Water Fishing - Youth Empowerment Program

“Uplift Through Fresh Water Fishing” is a term-long programme designed to empower and inspire rangatahi who are navigating personal or social challenges. Through the art and discipline of spin & fly fishing, this initiative nurtures connection to nature, self-confidence, focus, patience, and positive identity. The course is delivered by Hawke’s Bay Fish & Game and is based out of the Game Park in Jervoistown, with sessions also on local waterways

Who It’s For:

This course is designed for up to six nominated students aged 13–18, identified by local schools, Police Youth Services, community groups, and social support networks. Participants will be young people who may be facing adversity but who would benefit from connection, mentorship, and purpose in a supportive outdoor setting.

Course Structure

Duration: One school term (10 weeks)

Schedule: One afternoon after school each week (approximately 2–2.5 hours)

Location: Hawke’s Bay Fish & Game Farm and local rivers such as the Tutaekuri and Tukituki

Transport: Support with transport may be available depending on student needs

Programme Components

  • Introduction to Fishing: Gear use, knot tying, fly types, and casting techniques
  • Water Safety & River Awareness: Learning how to read rivers and fish safely
  • On-River Practice: Hands-on experience with guided fishing trips
  • Mentorship & Teamwork: Positive role models, peer encouragement, and shared goals
  • Conservation Values: Respect for freshwater ecosystems and responsible angling
  • Reflection & Growth: Building resilience, patience, and pride in achievement

Goal & Outcome Objectives:

  • Foster a lifelong connection to the outdoors and conservation
  • Provide a safe and positive outlet for self-expression and personal achievement
  • Build trust, confidence, and new skills in a supportive environment
  • Create pathways for continued recreation, mentorship, and community involvement

Graduation & Ongoing Support

At the end of the term, students who show dedication, enthusiasm, and interest in continuing will be gifted a fishing starter pack including:

A Fly or spin rod and reel, tackle box with flies & One-year Fish & Game freshwater fishing licence

This investment recognises their growth and supports them to continue their fresh water fishing journey independently or through further involvement in Fish & Game initiatives such as the Fin & Feather Youth Group.

We welcome referrals and support from schools, Police Youth Aid, social workers, and whānau who believe a young person would thrive in this programme.

Registration Process

This program is sponsored by HBFG and all equipment & gear will be supplied.

Students can be nominated using the online form or emailing the application form.

Applications will be assessed and successful candidates notified before the end of the term. Each course will commence at the start of each school term.
